Vintage Clip - Dress, Shoe, Pocket - Military style Eagle & Shield

This clip has a design that feels military; I'm not sure just what it is, so I'm listing under jewelry, as that's the sort of clips I'm familiar with.  The metal, which seems like brass to me, is darker than it appears in the photos; likely because of the lighting. There are dark places on the back - I don't know what caused them.  There may be just a bit of paint missing on the shield.  Otherwise in very good condition.
